5th Circle Conference cum AGM of AIGETOA Bihar held on 16th Feb’ 2024 @ Patna:
The 5th Circle Conference cum Annual General Body Meeting of AIGETOA Bihar held on 16th February 2024 in the Conference Hall, 5th Floor, Sanchar Sadan, Patna. The conference started with an Open Session on the theme "BSNL Human Capital - the unglorified soldiers of revival". The session was held under the Chairmanship of Shri Neel Mani Rangesh, Circle President, AIGETOA Bihar. The Chief General Manager, Bihar Telecom Circle Shri Devendra Singh graced the occasion as the Chief Guest. AIGETOA CHQ Dy. General Secretary Shri Pavan Akhand and Vice-President Shri Deepak Kumar Sahoo came all the way from New Delhi and Bhubaneswar respectively and added dignity to the session with their distinguished presence as guests of honour. Other distinguished guests of honour for the open session were PGM CM Shri Shankar Prasad and PGM Patna BA Shri Arbind Prasad. Shri S K Singh, GM HR, Bihar Circle and Shri Rakesh Kumar, Jt. Secretary East, AIGETOA CHQ also grace the session as special guests. All the other PGMs, Sr. GMs, Sr. CE Electrical, Addl. GM Bharatnet, IFA Bihar, DGMs, CS & CFS SNEA, CS SEWA and more than 150 (including around 20 ladies) coming from all OAs/BAs of the Bihar Circle, CNTx-E and Inspection Circle joined the open session to make it a grand success. All the dignitaries were welcomed with a flower pot and a shawl. The program of General Secretary, Shri Ravi Shil Verma couldn’t materialize due to the Tripartite Meeting scheduled on the same day at DoT HQ, New Delhi.
The open session was inaugurated by the Chief Guest and other dignitaries by lightning of the lamp followed by the prayer "itni shakti hame dena data…".
The welcome address was delivered by the Circle Secretary, AIGETOA Bihar Shri Mukesh Kumar. He welcomed the Chief Guest, Guests of Honour, Special Guests, other Senior Officers and members who travelled far and near sparing time from their busy schedule to attend the Circle Conference.
The AIGETOA 2024 diary was also released by the Chief Guest and other dignitaries.
The Circle President, AIGETOA Bihar Shri Neel Mani Rangesh introduced the theme of the open session to the house. He explained the central idea behind the selection of the theme. He also elucidated the concept of human capital and its role in the growth of an organization. He offered a few suggestions such as developing a process of Knowledge sharing and also cited reasons related to long pending issues related to basic livelihood, social needs and family welfare.
The Vice-President AIGETOA CHQ Shri Deepak Kumar Sahoo informed the house that a tripartite meeting between DOT, BSNL and BMS affiliated unions and associations AIGETOA, BTEU etc. was scheduled suddenly and due to that, the General Secretary Shri Ravi Shil Verma could not join the Circle Conference and had to cancel his tickets already booked for coming to Patna. He expressed his hope that a few pay related long pending basic demands may be resolved with this important meeting. He also highlighted the important role played by the human capital in BSNL's revival which remained unglorified, neglected, ignored and disregarded in the process.
The GM Admin/HR Bihar Circle explained how a human resource recruited in an organization is transformed into a Human Capital with training, experience, environmental insights and technical acumen. He also assured that he and the CGM Bihar is fully open to solve local issues, if any. He also expressed his agreement with the idea to develop a process of Knowledge sharing.
The PGM, Patna BA Shri Arbind Prasad also expressed his agreement with the idea of developing a process of Knowledge Sharing. He further added that he has transformed the working culture of Patna BA making constant progress in financial terms. However, he expressed his disagreement with the unglorified word being used in the theme for BSNL human capital. He was of the view that all the employees are fully glorified and without their hard work, BSNL revival cannot be imagined.
The Ex-GS of AIGETOA, Shri Wasi Ahmad explained the deeper meaning and the thought process of using the word “unglorified”. He requested all to not take in only literal sense, but to go deeper into understanding its real meaning. He explained that glorification only with words and with a pat on the back is not sufficient when the issues related to basic livelihood and monetary compensation is concerned. He also expressed that the best motivating factor for an employee is always linked with the monetary benefits only and BSNL is not able to address it. He emphasised that the time has come when BSNL human capital and soldiers need glorification in monetary terms. He used the famous saying that "bhuke pet na hoye bhajan gopala, le teri kanthi, le teri mala" to explain current state of mind of BSNL human capital.
The PGM CM, Bihar Circle Shri Shankar Prasad also highlighted the importance of human capital/resource in the success of any organization. Although he was skeptical about the word chosen with its literal meaning not relating with the basic idea of the theme, he expressed hope that suitable resolution of some of the basic livelihood issue will be done in the near future and the BSNL human capital will remain motivated and work for betterment of BSNL.
The Dy. GS, AIGETOA CHQ Shri Pavan Akhand enlightened the house with the current status of all the burning issues related to executives of BSNL and expressed hope that since the dialogues are currently on the right track, we may expect resolution of some of the issues very soon. He also informed that AIGETOA is always playing the role of bridging the gap between the employees and the management. He also explained the need of the hour to address some of basic monetary issues so that the BSNL human capital earns more wealth for BSNL in future.
The CGMT, Bihar Circle Shri Devendra Singh addressed the gathering and expressed hope that the important issues will be resolved by the Board and DoT. However, he also asked all the executives not to unsettle their minds with issues that are beyond their control. Rather he asked all executives to do justice to whatever responsibilities assigned. He emphasized that nothing is stopping employees from doing hard work and maintaining good attitude. It is that state of mind that helps employees perform well and in turn help in the growth of an organization.
All the speakers and all other PGMs GMs, IFA, SNEA & SEWA OBs were presented with a memento as a token of appreciation for their august presence in making the event successful.
A hearty vote of thanks was presented by ACS-1, AIGETOA Bihar Shri Prakash Shankar. The event was beautifully anchored by the emcee Shri Rajeev Ranjan Kumar, JTO (XP), Bihar Circle ably supported by Shri N. Nagmani, SDE (Plg & Tender-I), Bihar Circle, Patna.
The open session was followed by a sumptuous lunch loved by one and all.
The second session was the occasion for Annual General Body meet and election of new Circle Executive Committee for the term 2024-27. The session commenced with the presentation of Circle Report on activities of the association in the last three years by the CS AIGETOA Bihar, Shri Mukesh Kumar. Shri Prashant Gaurav CFS couldn’t attend the meeting due to viral fever and in his absence; CP Shri Neel Mani Rangesh presented the financial reports. He apprised the house about detail accounts of the last three years of the association as well as informed the house that all the financial statements such as Balance Sheet etc for the FY 2020-21, FY 2021-22 & FY 2022-23 have been centrally audited and adopted in the AIGETOA CHQ AGM within the prescribed time limits. He also appraised the house that Circle is running in negative balance owing to huge expenditure made during the last membership verification campaign. It was informed in the house that all records e.g. statements, vouchers etc. are available and any member can view/inspect as and when required. The house accepted and approved both the Circle Secretary Report as well as Financial Report of the Circle by voice vote. After approval of the accounts by the house, Circle President, Shri Neel Mani Rangesh thanked all the Collegiums members, members and other members for their support during the term 2021-24 and announced for the dissolution of the CEC body 2021-24 and requested the Returning Officer Shri Sudhanshu Shekhar and Asst. Returning Officer Shri Dipak Kumar for initiating the process of election for the new CEC body for the term 2024-27. Election process was started by the Returning Officer Shri Sudhanshu Shekhar and Asst. Returning Officer Shri Dipak Kumar in the presence of CHQ observer Shri Pavan Akhand, Dy. GS AIGETOA, assisted by the Vice-President, AIGETOA CHQ Shri Deepak Kumar Sahoo and Jt. Secretary (East), AIGETOA CHQ Shri Rakesh Kumar. The entire election process was carried out as per the laid rules, constitution and bye-laws of the AIGETOA in the presence of the CHQ Observers.

AIGETOA Bihar yesterday submitted notice for agitation programme
AIGETOA Bihar today submitted Notice for Organizational Program to seek attention for resolution of long pending HR issues, breach of trust, delay in the salary disbursement and failure of revival measures.
DEMANDS:
1. Timely disbursement of salary on last working day of the respective months.
2. BSNL’s Revival in its true spirit with full focus on maintenance/coverage related issues.
3. Supplementary DPC for left out candidates by re-verification of vacancies and immediate notifications of LDCE for all vacancy years for the SDET Grade.
4. Extending Immediate Promotions in SDET to AGM (T) grade, as SDETs are stagnating in the grade for 8 to 17 Yrs. Similarly extending promotion in JAO to AO, AO to CAO, DGM equivalent and parity in promotions in other streams i.e. Elect, Civil, Arch, CSS, CSSS and Telecom Factory.
5. Provision of enough posts in promotional grades as proposed by the association in the ongoing. Man Power Planning of Executives (Restructuring Plan) to ensure smooth career progression. Introduction of Internal Fast Track Promotion Mechanism and Scraping of MT RRs.
6. Reviewing the unreasonable speaking order and continuing of SDE Seniority List-9 and circulation of subsequent lists (based on VY basis, in line with Quota specified for LDCE & SCF).
7. Extension of E2 scales for JAO/JTO equivalent grade and E3 scales for AO/SDE equivalent grade and settlement of Pay Loss Issue (E1+5 and 22820/- and Pay fixation of DR JE to JTO).
8. Enhancement of total SAB to 30% (shortage of 8.2%) and formation of PRMB Trust with defined contribution. Deposit of pending SAB amount (due since April-2020) with interest.
9. Onetime settlement of LDCE-2007 SDE Reversion issue as assured in 1st Agenda Meeting and Streamlining of Bond Related issues of newly recruited JAO/JTOs as per agenda meeting item.
10. Compassionate Ground Appointment to nearest dependent of the employees, who met untimely death during the current Covid Pandemic Period by treating it as Death on Duty.
ORGANIZATIONAL PROGRAMS & SCHEDULE:
1. Mass representation by all employees to Hon’ble Prime Minister of India, Hon’ble Home Minister of India cum Chairman of GoM, Hon’ble Minister of Communications and filing of grievance on PGRMS portal to request for fixing of the accountability for failure of BSNL Revival Program and wastage of around Rs 69000 Cr of public money of Govt Exchequer – 22nd to 26th July 2021.
2. Quitting of all official WhatsApp Groups on protest – 22th July 2021
3. Start of Non-Cooperation Movement – 28th July onwards

AIGETOA Bihar CP Shri Neel Mani Rangesh, ACS-1 Shri Prakash Shankar, CFS Shri Prashant Gaurav and Circle Office ADS Shri Anand Kumar today met Shri V. Ramesh Director EB, BSNL Board and discussed regarding strenghtening of Bihar Circle media routes for better stability of network and improving QoS for better experience and customer satisfaction in Bihar and handed over a letter with suggestion to explore the option of hiring dark fiber from BSPTCL. The Director EB assured us of strenghtening the Bihar Circle Core Network in coming months and also assured that very soon peering will be done at Kolkata and additional connectivities to proposed new IGW sites will be provided for network stability. He also hoped that rates for hiring of dark fiber with BSPTCL is finalized soon and rates offered are competitive so that approval for the hiring may be given. We also presented him a memento as a token of love to mark his first visit to Bihar.
AIGETOA Bihar today met CGMT Bihar
AIGETOA Bihar CP Shri Neel Mani Rangesh and ACS-1 Shri Prakash Shankar today met CGMT Bihar and apprised him about the recent surge in COVID-19 cases in Bihar and requested him to ensure all safety measures as suggested by BSNL Corporate Office, DoT, MoHFW Govt. of India, State Govt, District Administration i.r.o. employees on duty as any compromise in the safety and social distancing measures may result in fast spread of COVID-19 cases. We also requested him for proper arrangement of sanitizations of office buildings where Covid-19 positive cases have been detected and ensuring of Covid-19 Appropriate Behaviour (CAB) in offices. Further, we requested him for arranging free Covid-19 testing for all employees in offices with priority to buildings where Covid-19 positive cases have been detected and also to request State authorities to include all BSNL employees, irrespective of age, in the frontline workers category and providing them free vaccine on priority.
We also served notice regarding our CHQ call for observing Protest Day on 22 April 2021.
Final Rates & Benefits Of Group Health Insurance Scheme Proposed By AIGETOA (BSNL) For PAN India:
The Group Mediclaim Policy to be launched by AIGETOA has been finalized. We were under discussion for the best possible quote causing delay by few days but now negotiation has been completed and Letter of Intent has been issued by the Insurer for a five Lakh Mediclaim Policy. The exclusive premium will be Rs 6100/- plus 18% GST (i.e. Rs 7198/-) uniformly across all age brackets for one Family comprising of self, spouse plus Kids. The quotes for Family with single parent coverage is at 9000+GST@18%, The quotes for Family with both parents coverage is 9600+GST@18%. Room Rent has been enhanced from earlier 1 percent of SI to 2 percent ie Rs 10,000 per day. ICU expenditure has been enhanced to actual expenses without any capping against earlier quote of 2 percent of SI. Though Corporate Buffer is available at some minimum extra premium but we have opted for Top Up benefits of 5 lacs and 10 lacs additional to ensure parity amongst all. However, to get this coverage, minimum 20 percent will have to opt for ToP Up..the rates of ToPUP will be dependent upon the number of persons opting for the top up for which we will have another 15 days window. AIGETOA Bihar ACS-1 Shri Prakash Shankar, CFS Shri Prashant Gaurav and ACS-3 Shri Shailendra Prasad today met CGMT Bihar regarding early disbursement of March 2021 Salary and handed over the letter for onward submission to Corporate Office. The letter was immediately marked for forwarding it to Corporate Office. The CGMT sir was of the firm view that Salary can be regularized with the efforts of CMD sir.

AIGETOA Bihar CP Shri Neel Mani Rangesh, ACS-1 Shri Prakash Shankar, CFS Shri Prashant Gaurav,VP Shri Mosharraf Hussain and ACS-3 Shri Shailendra Prasad today met CGMT Bihar regarding issue related to disbursement of long pending sanctioned temporary advance.
After a detailed discussion, it was concluded:
1. That those who have already spent from their own pockets and has not been reimbursed must prepare a report w.r.t. total ty. adv. sanctioned in FY 2020-21, amount received and details of total work done in FY 2020-21 (both for which amounty is already paid and not paid) i.e. justification for total work done in FY 2020-21 (paid or invested from own pocket). CGMT sir has committed that, he will arrange for its payment after getting detail report/justification for the whole FY 2020-21. Also, get your bills for work done from your pocket countersigned by concerned DE/AGM to firm the claim.
2. That the CGMT has also informed that the BSNL Corporate Office has fixed a monthly ceiling of Rs. 11 Lakhs for Bihar Circle and the CGMT has assured that it will be distributed to OAs/BAs in proportion to its revenue/justification. Thus, it is suggested to have that idea of total monthly ty. adv. to be received by a particular OA/BA and work accordingly.
3. That, henceforth, it is suggested that one should not make out of pocket expenses. Do the work, for which ty. adv. is sought, only when payment is received in your account. For emergency work also, pl collect money (for the work concerned) from the person who is instructing to do it without payment with the assurance that the same will be paid once payment for the work is received.

Few days back, AIGETOA CEC along with Shri Sudhanshu Shekhar DS, Mobile Unit and Shri Dipak Kumar, DS, Circle Office met new GM (HR/Admin) Shri Sunil Kumar Singh and welcomed him by presenting the association's diary and pen. We also discussed many issues w.r.t. errors in stay particular, look-after arrangements in the cadre of JTO to SDE and SDE to AGM, assessment of requirement of officers in field units in post-VRS scenario etc. and firmly placed our position of all issues and requested him to consider it positively. We have also submitted our stand on those issues in Black & White to the CGMT, Bihar and also handed over a copy of those letters to the GM (HR/Admin), BIhar Circle. The DGM (Admin), Bihar Circle was also present during the meeting.

CS AIGETOA,Bihar writes to CGMT Bihar Circle with request to grant formal Agenda Meeting to AIGETOA (Recognized Representative Assn) to take up various agenda points/ long pending HR issues of BSNL Bihar Executives.
AIGETOA CHQ team met Director HR as per the pre-decided schedule. The issues discussed were JTO to SDE DPC, Preparation of Seniority list 2007-08 onwards, SDE reversal 2007 issue, Initial Discussion on Pay Scale and Pay Loss issue. We presented our submissions to Director HR. We clarified the confusion created by office bearers of other association with respect to ERNAKULLAM Judgement. We also clarified why Vacancy Year Based Seniority is Justified and the same should be published for all future lists, We also discussed upon the Pay Scale issue and loss in Pay faced by our younger executives. We also presented the shortcomings of BA concept briefly. The meeting shall be continued on 4th September when the detailed deliberation will take place with respect to promotions, Seniority and Restructuring. Pay Scale and Pay Loss issue shall be discussed in AGENDA meeting which is scheduled to be held in next 10 days.
Friends !!! CHQ team is in consistent queries from members and we request them all to exercise faith and patience. TEAM AIGETOA is on Job and slowly and steadily we shall be taking up all the issues mentioned in our vision document. We know that other association specially one particular association is hell bent on derailing everything and creating confusion instead of cooperating with us for resolution of issues. But we request all to not to to get diverted from their dirty gimmicks. AIGETOA is committed to go to any extent for resolution of issues and we will not act as mere mouth piece and news broadcasters and will take all steps to ensure resolution of issues.

Henceforth, winning the MV and getting elected as Majority Recognized Association should not be considered as Victory, the actual win of AIGETOA will be the day when BSNL will be in profit, when its executives will get their long awaited dues related to Pay, Promotion and Pension. Accordingly, AIGETOA will celebrate its win only when our issues will start getting resolved, when our beloved company BSNL will again start flourishing, when we will be able to succeed in resolving the long pending promotions for all executives. YES AIGETOA WILL CELEBRATE! When our young friends will not face any pay loss and we will accomplish our 30% SAB in totality.

AIGETOA extends its good wishes to both set of employees; those who will continue their testing journey with BSNL and to those also who opted for VRS Scheme 2019. It is learnt that total 78569 employees have finally opted for VRS. We believe that both set of employees have contributed for upcoming challenges for growth and revival of BSNL. Those opted VRS have served this department and erstwhile DoT in their prime time and now contributing by choosing VRS scheme to give way for much awaited Revival of BSNL. We acknowledge their long journey & contribution to this department and assure that we will always be available for them as BSNL Parivar.

Friends, in view of the increased activities of the association with regard to its fight for right of BSNL recruited executives, we are getting short of funds. As you are aware, the funds are the life line for keeping our battle on.
At present we are on with cases. e.g JTO Seniority case at Ernakulum , E2 scale or JTO in JTO RR 2014, Standard pay scale E2 /E3 case for JTO and SDE , Case on Pay Loss and Pay Parity, Qualification Weightage case, pending SAB contribution case, cases to stop MT recruitment, Case for giving one increment on promotion irrespective of date of promotion, cases with regard to EPF etc,. We have got several verdicts, which have been of huge significance for BSNL recruits with regard to our quest for PPP. With more, onslaughts on BSNL recruited cadre, the battle will become more fierce and critical and funds will play an important role.
We have tried our best to contain the legal expenditure within our Subscription, however with increased activity and consistent efforts of others to derail our rights, strengthening of the fund position is an imminent necessity.The opposite side work against BSNL Recruits by engaging Senior Counsels, which is having, and impact on legal proceedings and even though our legitimate justifications are on the run, money matters a lot.
We hereby request all to voluntary contribute @ Minimum Rs. 700 per member, and max. as per desire as voluntary contribution towards meeting the legal expenses and other associated works. Those who support the cause and action of AIGETOA should come forward.

It is reliably learnt that arrears of SAB contribution for additional 2% has been given to Fund manager LIC . Now SAB contribution @5% is made for every BSNL recruitee for taking care of our post retirement life.
AIGETOA will try its level best to get our balance SAB contribution to secure the BR post retirement life.
MEETING WITH HON'BLE MOSC

Meeting between Shri Manoj Sinha, Hon'ble Minister of State for Communications and All Unions and Associations of BSNL.
A meeting is held at the Sanchar Bhawan today the 24.02.2018, between Shri Manoj Sinha, Hon'ble Minister of State for Communications and the All Unions and Associations of BSNL. Together with the Minister, Secretary, DoT, Special Secretary, DoT, Joint Secretary (Admn.), DoT, PS to MoSC and OSD to the Hon'ble Minister, CMD BSNL and Director (HR) BSNL were present. From the All Unions and Associations of BSNL, Com. P. Abhimanyu, GS, Com. Chandeswar Singh, GS, NFTE, Com. K. Sebastin, GS, SNEA, Com. Prahlad Rai, GS, AIBSNLEA, Com. K. Jayaprakash, GS, FNTO, Com. N.D. Ram, GS, SEWA BSNL, Com. Ravi Shil Verma, GS, AIGETOA, Com. Mallikarjuna, President, BSNL MS and Com. S.D. Sharma, GS, BSNL ATM, participated in the discussions. The representatives of the AUAB heartily thanked the Hon'ble Minister for taking out time to meet them. Detailed discussions took place on the memorandum submitted to the Hon'ble Minister, the details of which are as follows:-
3rd Pay Revision : So far, the DoT has been maintaining that BSNL employees are not eligible for 3rd Pay Revision. In today's meeting the Hon'ble Minister agreed that the issue of 3rd Pay Revision of BSNL employees would be processed and would be taken for the approval of the Cabinet. He directed Secretary to take up the matter personally with Secretary, DPE. This is a great achievement. We have broken the stalemate that prevailed in the Pay Revision issue. At the same time we have to be vigilant, till the final approval is given by the Cabinet.
Formation of Subsidiary Tower Company : The AUAB representatives expressed their apprehension that in the name of formation of the Tower Company, the 66,000 mobile towers of BSNL are being snatched away from BSNL. They also pointed out that the decision of the Cabinet that, the Subsidiary Tower Company would remain under the control of BSNL Management, has been violated, through the appointment of an IAS officer as the CMD of Subsidiary Tower Company. They further pointed out that even BSNL Management was not taken in to confidence in the appointment of an IAS officer as the CMD of the Subsidiary Tower Company, which clearly shows that the Subsidiary Tower Company would not be under the control of BSNL Management. Hon Minister was non committal and the reply given by the Hon'ble Minister in this regard is not satisfactory. The AUAB has to find ways and means to ensure the rolling back of the Subsidiary Tower Company.
Pension Revision : The representatives of AUAB strongly argued that pension revision should be done to the BSNL pensioners. It was pointed out that the BSNL pensioners and the Central Government pensioners are covered by the same rules. They argued that when pension revision is settled for the Central Government pensioners, the same should not be denied to the BSNL pensioners. The Hon'ble Minister assured that needful action would be taken to settle this issue and directed Secretary to take necessary action.
Calculation of Pension Contribution : It was strongly argued that pension contribution in respect of BSNL employees cannot be calculated on the basis of maximum of the pay scale, when the same is calculated on the basis of actual basic pay, in the case of Central Government employees on deputation. It was pointed out that as per the DoP&T order issued in 19.11.2009, pension contribution of the Central Government employees is being deducted on the basis of actual pay only, w.e.f 01.01.2006. The Hon'ble Minister directed the Secretary, DoT, that this issue should be settled as per Government orders.
Allotment of 4G spectrum to BSNL : The AUAB representatives pointed out that it will be extremely difficult for BSNL to compete with the private operators, without providing 4G service. They strongly argued that the proposal of the BSNL Management, for the allotment of 4G spectrum by the Government, should be accepted. The Hon'ble Minister replied in the positive and assured that needful action would be taken and spectrum will be allotted to BSNL.
Reduction of retirement age from 60 to 58 : The AUAB representatives strongly argued that the retirement age of the BSNL employees should not be reduced from 60 to 58, as a measure for the revival of BSNL. The Hon'ble Minister told that the government is not having any proposal to reduce the retirement age from 60 to 58.
Left out issues of the 2nd PRC : The AUAB representatives pointed out that this issue is lingering on very long time and needs to be settled. The Hon'ble Minister stated that this issue would be looked into by the Secretary, DoT.
At the end of the meeting, the Hon'ble Minister stated that the representatives of AUAB could meet him again, as well as the Secretary, DoT, in continuation of today's meeting. The representatives of AUAB heartily thanked the Minister for his positive response to most of the issues.
After the meeting with the Hon'ble Minister, a meeting of the AUAB was held in the FNTO's office. All the General Secretaries expressed their satisfaction with regards to the progress in the issues. They also expressed the view that all these have happened only because of the united struggles and massive mobilisations by the entire Non-Executives and Executives, for which they deserve appreciation. We are extremely thankful to CMD BSNL to impress upon Hon MoSC for arranging the meeting
It will be pertinent to mention that as against opinion circulated by some groups that "left over issues of second PRC" has been added in the agenda for the name sake only, the fact is that current organisational program has given a new dimension to the left over issues of "standard pay scales of E2 for JTO/JAO/Equivalent and E3 for SDE/AO/Equivalent" which Hon'ble Minister has taken into cognisance and directed to send it to DPE for comments on the PO issued while the left over quantum for the Superannuation Benefit is being placed actively before BSNL management. This is what unity amongst employees can bring.
We sincerely request all the employees and executives to remain united and compliment each other towards the settlement of the pending issues.

Meeting with the Hon'ble CGMT, Bihar Circle on 21.07.2017:
The AIGETOA Bihar Circle Team comprising of Kumar Amit, CS-AIGETOA, Bihar and Prakash Shankar, ACS- AIGETOA, Bihar met The Hon’ble CGMT, Bihar Circle on 21.07.2017 and discussed on long pending intra circle cases and for relieving of all executives whose transfer order issued earlier. The Hon’ble CGMT assured to AIGETOA Bihar Circle team to settle the intra circle cases very soon and also instructed all concerned SSA head to relieve all executives.
It is requested to all concerned DS to pursue the PGMTD/GMTD/TDM to relive the transferred executives. We have to use all channels to get results.

SUPERANNUATION FUND MANAGEMENT FOR BSNL DIRECTLY RECRUITED EMPLOYEES BY LIC:
Superannuation Fund management for BSNL directly recruited Employees by LIC:
It is understood that the Board of Trustees completed the negotiation with LIC for managing the Fund. LIC agreed for managing the fund with 0.1% to 0.2% charges. Earlier Board of Trustees decided LIC as the fund manager. LIC agreed to maintain individual accounts. There is an exit clause also in the agreement with LIC where BSNL can exit at any time without any penalty. The minute in this regard is signed. The scheme will be effective from May, 2016.
Last date for submission of membership form for salary deduction is 15.07.2017. As per guidelines, the change in membership can be submitted latest by 15.07.2017. All District Secretaries are requested to submit the forms in time and monitor the progress. Approach all the BSNL Recruited executives who are non members of JF and convince them to join AIGETOA, only Association exclusively representing the BSNL recruited fraternity and strengthen the Unity movement.
Let us bring all BSNL recruited executives under the umbrella of Joint Forum.

DoT withdraws the additional increment given on post based promotion from same scale to same scale, in the EPP. This is another retrograde order of DoT after the recent Presidential directive lowering the pay scales from E1A to E1 and E2A to E2.

JOINT FORUM DEFERRED THE AGITATION PROGRAMMES:
JF deferred the agitation programs demanding implementation of E2 and E3 scales from 01.01.2007 for a period of 6 weeks, upto 06.08.2017.
JF deferred the agitation programs demanding settlement of HR issues in BSNL for a period of 3 months, upto 24.09.2017. However, JF will be reviewing the progress on each issue, every fortnight and decision will be taken to prepone the agitation if required.

AIGETOA, Bihar Circle Team congratulates newly Appointed JTO (T).
On successful completion of prescriber 14 weeks training (10 weeks Phase-I Induction training and 4 weeks field training) in accordance with the BSNL-JTO(T) Recruitment Rule 2014, Bihar Circle has issued letter for the provisional appointment of 61 JTO(T) under 50% internal quota for vacancy year 2014-15 in revised IDA pay scale of 16400-40500 w.e.f. 29.05.2017.
As deduction of monthly subscription from salary couldn't be started due to some technical glitch, it is requested all DR Executives to make payment of annual subscription of Rs 1200 for financial year 2016-17 (April'16 - Mar'17) to your Dist/Finance Secretary or AIGETOA CHQ account directly and update your records at CHQ website.
